3billion Selected for KOICA IBS Program, Expanding into Latin American Public Healthcare with GEBRA
- Establishing genomic diagnostic services in Peru with GEBRA’s AI-powered variant interpretation
- Supporting genomic testing for 5,000 newborns and children and training 1,500 healthcare professionals over five years
- Continuing GEBRA SaaS services beyond the project to support recurring revenue and expansion across Latin America

SEOUL, South Korea, October 27, 2026 — 3billion, Inc., an AI-powered rare disease diagnostics company, announced that it has been selected for the Korea International Cooperation Agency’s Inclusive Business Solution (KOICA’s IBS) program.
KOICA’s IBS program is a public-private partnership initiative that helps companies apply their expertise to address social challenges in developing countries and build sustainable business models.
Through the program, 3billion will use GEBRA, its AI-powered genetic variant interpretation software, to establish rare disease genomic diagnostic infrastructure and genomic newborn screening (gNBS) services in Peru. The project will strengthen local healthcare institutions’ ability to deliver diagnostic services independently and support the company’s expansion into Latin America’s public healthcare market.
According to Peru’s Ministry of Health (MINSA), an estimated two million people in the country live with rare diseases[i]. However, more than 90% of the country’s specialized medical workforce and diagnostic infrastructure are concentrated in Lima, limiting access to diagnosis for patients elsewhere. The project is expected to help reduce these regional disparities and ease the burden on patients and their families.
The project will run for five years, from June 2027 to May 2032, in Lima, Callao, and five other regions. It will support genomic testing for a total of 5,000 newborns and children, including children with suspected rare diseases, and train 1,500 healthcare professionals working in the public healthcare system. In particular, genomic newborn screening will help identify genetic conditions before symptoms appear and connect affected newborns with appropriate follow-up care and treatment.
3billion will establish next-generation sequencing (NGS) facilities and deploy GEBRA at hub hospitals, working with regional healthcare institutions to create a diagnostic workflow that integrates genomic testing with AI-powered variant interpretation. Training and quality management will help local teams gradually develop their expertise and operational capabilities to perform testing, interpret variants, and prepare diagnostic reports independently.
After the project ends, 3billion plans to continue providing GEBRA through a cloud-based SaaS model, along with remote quality management services, to support the reliable operation of local diagnostic services. This approach will help establish a recurring source of software revenue. The company aims to make the Peru project a successful model that can be replicated in neighboring Latin American countries, where demand for digital transformation in public healthcare is high.
“Latin America has a substantial unmet need for rare disease diagnosis, but limited infrastructure continues to restrict access to testing. This creates significant opportunities to improve diagnostic services within public healthcare systems,” said Sookjin Lee, Chief Business Officer (CBO) at 3billion. “Through the KOICA IBS program, we aim to establish a sustainable diagnostic system in Peru that local healthcare institutions can operate independently. We will build on this experience to expand GEBRA into public healthcare systems across Latin America and accelerate our international growth.”
3billion currently provides genetic testing for rare diseases in approximately 80 countries. In South Korea, the company has helped improve access to genetic testing for patients outside the Seoul metropolitan area through its participation in the Korea Disease Control and Prevention Agency’s Rare Disease Diagnosis Support Program. In Morocco, 3billion has provided GEBRA to a public healthcare institution to support rapid genomic testing and variant interpretation in a neonatal intensive care unit (NICU). Medical and research institutions in approximately 30 countries, including the United States, Austria, and Saudi Arabia, are using GEBRA or evaluating it for adoption.
